{"id":14847,"date":"2025-11-26T21:37:07","date_gmt":"2025-11-27T05:37:07","guid":{"rendered":"https:\/\/www.deafwireless.ca\/?p=14847"},"modified":"2026-02-26T21:39:36","modified_gmt":"2026-02-27T05:39:36","slug":"dwcc-participates-in-the-crtc-public-alerting-proceeding-tbnc-2020-180","status":"publish","type":"post","link":"https:\/\/www.deafwireless.ca\/index.php\/2025\/11\/26\/dwcc-participates-in-the-crtc-public-alerting-proceeding-tbnc-2020-180\/","title":{"rendered":"DWCC participates in the CRTC Public Alerting proceeding &#8211; TBNC 2020-180"},"content":{"rendered":"\n\n\n<p><span style=\"font-weight: 400;\">On July 15, 2025 The CRTC launched <\/span><a href=\"https:\/\/crtc.gc.ca\/eng\/archive\/2025\/2025-180.htm\"><span style=\"font-weight: 400;\">Telecom and Broadcasting Notice of Consultation CRTC 2025-180<\/span><\/a><span style=\"font-weight: 400;\"> which is titled <\/span><strong><i>Call for comments \u2013 Improving the public alerting system &#8211; <span style=\"font-weight: 400;\">Public record: <\/span><a href=\"https:\/\/applications.crtc.gc.ca\/portail-portal\/eng\/listes-lists\/public-proceedings\/18#2025-180\"><span style=\"font-weight: 400;\">1011-NOC2025-0180<\/span><\/a><\/i><\/strong><i><span style=\"font-weight: 400;\"><br \/><\/span><\/i><i><span style=\"font-weight: 400;\"><br \/><\/span><\/i><span style=\"font-weight: 400;\">This proceeding was established to consider targeted improvements to public alerting. Specifically, the Commission looked for comments in the following areas:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">reviewing the accessibility of the system for persons with disabilities<\/span><span style=\"font-weight: 400;\"><br \/><br \/><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">facilitating the dissemination of alerts in both official languages<\/span><span style=\"font-weight: 400;\"><br \/><br \/><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">exploring the expansion of the system to include Indigenous and additional languages<\/span><span style=\"font-weight: 400;\"><br \/><br \/><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">addressing potential wireless public alerting gaps across the country<\/span><span style=\"font-weight: 400;\"><br \/><br \/><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">reviewing the existing public alerting test schedule<\/span><span style=\"font-weight: 400;\"><br \/><br \/><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">determining improved methods for the Commission to monitor and validate that Last Mile Distributors (LMDs) are meeting their public alerting requirements<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">DWCC felt that participating in this proceeding had great importance to address accessibility barriers for Deaf, DeafBlind, and Hard of Hearing (DDBHH) Canadians and to support equitable access for all communities by improving the overall accessibility of the National Public Alerting System (NPAS).<\/span><span style=\"font-weight: 400;\"><br \/><\/span><span style=\"font-weight: 400;\"><br \/><\/span><span style=\"font-weight: 400;\">The DWCC are also engaging because of the Commission\u2019s focus on expanding alerts into additional languages, including Indigenous languages and Indigenous sign languages (ISL). <\/span><b>For us, additional languages also include ASL and LSQ<\/b><span style=\"font-weight: 400;\">, ensuring that Deaf, DeafBlind, and Hard of Hearing communities are fully considered in accessibility planning. The goal is <\/span><b>reliable delivery, plain language, and equitable access across all official and additional languages<\/b><span style=\"font-weight: 400;\">, including Indigenous languages where appropriate.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">DWCC\u2019s participation focuses on ensuring that alerting practices fully include DDBHH communities through <\/span><b>accessible formats<\/b><span style=\"font-weight: 400;\"> such as <\/span><b>ASL and LSQ videos, visual infographics, and emoji-based alerts<\/b><span style=\"font-weight: 400;\">. These formats provide <\/span><b>clear, ready-to-understand messaging<\/b><span style=\"font-weight: 400;\"> for people whose first language is not English or French, such as immigrants, as well as for Deaf individuals.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">DWCC thanks the core writing and analysis team.
