The CRTC launched Broadcasting Notice of Consultation 2025-2: The Path Forward – Working Towards a Sustainable Canadian Broadcasting System. DWCC is participating to ensure that the voices and accessibility needs of Deaf, DeafBlind, and Hard of Hearing (DDBHH) Canadians are central in shaping future broadcast policy.
DWCC’s Position
DWCC’s intervention emphasized that accessibility must be a core requirement of Canada’s broadcasting system, not an afterthought. DWCC calls for mandatory obligations on broadcasters and online undertakings to provide high-quality captioning, sign language, and described video, along with stronger discoverability requirements so accessible programming can be easily found. Our submission also urged the CRTC to adopt clear accountability measures and reporting to ensure equitable access for Deaf, DeafBlind, and Hard of Hearing Canadians.
